- Preheat oven to 350°F (177°C). Grease a springform pan.
- Whisk together flour, baking powder, baking soda, and salt.
- Cream the butter and sugar in a large bowl. Add egg and vanilla, then mix.
- Incorporate the dry ingredients with milk to form a batter.
- Spread batter in pan and bake for 30-36 minutes until a toothpick comes out clean.
- Cool the cake completely, then crumble it into a bowl.
- Beat confectioners' sugar, softened butter, and vanilla to create frosting, then mix with the crumbled cake.
- Roll the mixture into balls and place on a lined baking sheet. Chill for 2 hours.
- Melt candy melts or chocolate. Dip lollipop sticks into chocolate and insert into each cake pop.
- Dip cake pops into the melted chocolate and allow excess chocolate to drip off. Decorate with sprinkles.
- Place pops upright in a foam block to set.
- Store in the refrigerator for up to a week.
